Submission of evidence does not itself constitute validation or automatically change the framework.

Emerged as a bounded sixth responsibility from residential research into the role of active facilitation — the obligation to help occupants and stakeholders navigate the environment's behavioral commitments. Not initially anticipated in the five-responsibility model.

Operational Trust
Early framing of Operational Trust was challenged as potentially conflating reliability (consistent performance) with safety (freedom from harm). The challenge prompted a formal scope boundary: Operational Trust addresses reliability within declared parameters; safety obligations are addressed through Truth and Stewardship.
